Wellness Center Construction Makes Use of Special Funding

At this week’s regular meeting of the Jasper Redevelopment Authority, the conversation centered on claim approval for the Regional Wellness Center construction.

After approving the minutes of the previous meeting, the RDA turned their attention to a claim on the agenda for the Regional Wellness Center. The claim was the third payment to Krempp Construction for work completed through September 18, 2026. Clerk-Treasurer Kiersten Knies explained that the total claim amount for Krempp’s construction services on the Regional Wellness Center is $423,000. She requested BAN construction proceeds to pay $42,000 of that amount. The remainder will be paid through the READI grant.

BAN construction funds are income generated from Bond Anticipated Notes. They are used as short-term financing, usually maturing within a year, and are issued by local governments or public entities to secure capital quickly. They are often used to pay for immediate construction costs, architecture fees, or land acquisition. BAN funds are highly restricted since they are public funds, and are separate from other budget funding. It must stay within the specific account until it is spent on the designated project or expense, requiring specific approval to utilize the funds.

The BAN funding request to pay the claim was reviewed by City Engineer Chad Hurm before presentation to the board. It was also reviewed by Hafer Associates, an architecture, engineering, and design firm that provides consultation services to the city for many of their civic projects, including the Wellness Center. With no further questions, the board approved the claim unanimously as presented.
