Road Access Bond Backs Crossvine Construction Obligations

The financial safeguards behind the Crossvine Solar project are drawing renewed attention as construction traffic increases. 

As the Crossvine Solar project moves to its construction phase, local residents are seeing increased traffic on local roadways. Officials have responded to concerns about traffic flow and safety, but public comments at recent municipal meetings show an increasing concern about the long-term impact of Crossvine traffic. Dubois County representatives say the Crossvine Road Access Bond is already in place as a security measure to ensure financial protection against damages. But what exactly does the document mean for residents? 

Crossvine Solar 1 LLC posted a $1.86 million surety bond to guarantee compliance with the conditions of its permit. Dubois County Commissioner Chad Blessinger provided WITZ with a copy of the document, which is also available for public viewing. The bond covers potential damages to Dubois County if Crossvine fails to comply with the applicable laws, ordinances, regulations or requirements associated with the permitted project. 

Valued at $1,862,350, it was in force as of Nov. 21, 2025, and will be effective through Sept. 30, 2027. If Crossvine violates permit requirements during that period, the county may seek reimbursement for losses, costs, expenses or damages covered by the bond. The document specifies that the bond does not expand the surety company's liability beyond the stated amount, regardless of how long the bond remains in force. The filing serves as a financial guarantee that funds would be available to protect the county should Crossvine fail to meet the obligations required under its permit. 

Site mobilization and establishment of the access road began in early 2026, with major grading and civil works scheduled to take place through the fall. The timeline for the solar project is expected to become commercially operational in 2027. Some local residents and municipal boards have objected to potential negative impacts attached to the project. Regarding roadways, they have voiced concerns surrounding construction traffic damage and road safety. The county has monitored the situation for any breaches of the permit regulations, and noted that the road bond would be utilized to restore any damaged roadways to their original condition.
