OFS Projects and TIF Spending Highlight Huntingburg RDC Meeting
The Huntingburg Redevelopment Commission reviewed its TIF allocation areas, including funds
tied to OFS expansion projects and the annual TIF presentation.
A motion to amend the Declaratory Resolution 2026-11 for the Industrial Park Northwest
project was passed. This will include taxes on newly qualified investments and traditional
personal property for OFS Plant 6. An attorney for OFS appeared on behalf of the company to
answer any questions. A Plan Commission hearing is scheduled for November 23 and a
confirmatory resolution expected to return to the RDC in January. An impact study and public
hearing is to be completed in the interim and will be available to the public.
The board conducted a review and consideration of the 2027 TIF Spending Plan. It lays out
known and anticipated expenditures that will be paid out of TIF proceeds next year, as well as
which TIF district will be funding those expenses. This includes items such as bond payments,
some street maintenance, admin and statutory fees, and possibly expenses related to the new
playground. The Commission accepted the plan, which was passed unanimously. It will be
submitted through Gateway SE by the December 1 deadline. If 2026 TIF encumbrances are
incomplete by year-end, the plan will be amended in January to roll remaining amounts (such
as those for the playground) into 2027.
The Annual TIF Presentation was made by Becca Helmick for Crowe. It summarized the activity
within the TIF district, its outstanding balance, and sunset dates on specific balances. In 2025,
Huntingburg collected just under $1.7 million in TIF revenue, compared to about $1.5 million in
the prior year.
Helmick said the OFS 2026 allocation area was created by amending Industrial Park West, with
bonds issued in August. This supports the OFS Plant 18 expansion. Phase 1 of that project is
approximately 88% complete as of January 2026. TIF revenues are expected for pay year 2027
with additional revenues in 2028 as Phase 2 completes.
