Jasper RDC Approves Annual Spending Plan

The Jasper Redevelopment Commission’s November meeting centered on the annual spending plan, which is due to be submitted next month. 

A claim from Baker Tilly for Tax Increment Financing (TIF) services was approved for services rendered through August 13, 2025, totaling $31,285. The billing was split between two TIFs. 75% was charged to the TIF Central account, with the remaining 25% charged to the Riverfront TIF. The University Heights TIF has a balance of $877, which may be used next year. 

The annual spending plan is due to be uploaded by December 1. Since the next RDC meeting is scheduled for December 2, Becki Moorman provided a draft spending plan along with last year’s plan for reference. A detailed breakdown was provided for debt service payments totaling approximately $1.1 million this year. 

This included expenditures of $89,000 for the University Heights Conditional Expenditure Agreement, $500,000 for the Riverfront, and $810,000 for payments on the outdoor pool. There is $1.3 million in available pool bond proceeds not yet expended. Some billing items still have to be finalized with the pool, but the remaining bond funds will be utilized once that bill is received at the end of this year or the beginning of next year. The budget was set at $100,000 for professional services, and the annual budget of $25,000 for Heart of Jasper grant funding was also included. 

Together, the total anticipated expenditures for 2026 are approximately $2.6 million. The spending plan follows the template provided by Baker Tilly last year and is consistent with those of previous years. Any necessary changes to the spending plan can be made throughout 2026 by using the same approval process. The motion to approve the plan was approved unanimously. 

Tom Moorman provided an update on the outdoor pool cleanup and finishing work. The pool has been drained for repairs, including patching and polishing some rough spots at the bottom. Painting will be scheduled for spring, allowing time for any additional flaws to be identified that might appear over winter. Contractors are addressing other issues identified during this season’s use, as well as completing some finishing projects that were pushed back to allow for a timely opening.
