Jasper RDA Reviews Regional Wellness Center Payment Structure

At their last meeting, the Jasper Redevelopment Authority provided in-depth updates on funding for the Regional Wellness Center. 

The RDA reviewed and approved multiple payment claims, beginning with smaller items for landscaping materials and pool equipment. These included a claim of $1,685.93 from Amazon. Park Department Director Tom Moorman said this was for the purchase of pool umbrellas, which was already approved in an earlier meeting. Claims totaling $2954.68 from Dubois County Block and Brick, which was for rock to replace existing mulch in pool landscaping, were also approved. 

A major payment claim was also reviewed for Krempp Construction in the amount of $817,180.00. Krempp partnered with the City of Jasper under a BOT (Build-Operate-Transfer) agreement for the construction of the Regional Wellness Center, with a guaranteed maximum price of $29 million for the initial construction phase. 

Clerk-Treasurer Kiersten Knies explained the complex funding structure for the RWC project. The payment schedule combines BAN (bond anticipation note) proceeds, bond construction proceeds, food and beverage tax revenues, EDIT funds, TIF financing, and a $5 million READI grant. The READI grant payments require detailed budgeting and reimbursement schedules, adding complexity to the approval and payment process. The first few payments to Krempp will be a combination of READI and BAN funds. 

The claim presented was for the BAN proceeds portion of payouts one and two. The first payment included is for $768,752, and the second is for $48,428, for a total of $817,180.00. The RDA has authority over the BAN and bond funds, while the Board of Public Works is responsible for approving the portion of the payment that will include READI funds. After an in-depth discussion about the funding structure, the claim for Krempp was approved as presented.
