Huntingburg Common Council Moves Forward with OFS Expansion Plan
Business expansion and public improvement projects topped the agenda at the Huntingburg
Common Council meeting on Tuesday.
City Attorney Phil Schneider introduced Resolution 2026-22, recommending approval of FORE!
on 4th LLC for a DORA permittee designation, which was approved. Ordinance 2026-23 was also
introduced, authorizing the issue of taxable Economic Development Revenue Bonds for OFS in
2026. The bond issuance, which was recommended by the RDC and the EDC, will finance the
OFS expansion in the Industrial Park West.
The OFS economic development project will include “significant manufacturing building
expansion” of approximately 180,000 square feet, as well as the acquisition and installation of
manufacturing equipment. It will create 20 new full-time jobs and will have an annual payroll of
about $1.5 million. OFS will make an investment of approximately $14 million in the plant and
equipment. The City will issue about $4.5 million in taxable economic development bonds to
OFS, with 90% of the TIF revenue applied to bond repayment from the allocation area designed
for the project. Final adoption will be considered at the next meeting, following a public
hearing.
A public hearing was held for additional appropriations of $390,000 from the local road and
street fund and $173,000 from the 400 West TIF to finance the 4 th Street renovation project.
The hearing was closed with no comments, and the board adopted Ordinance 2026-21 to
approve the appropriations.
Mayor Neil Elkins told the board that there had been some interest in the city’s Sunset Drive
property south of the water tower. The board granted permission to seek and appraisal and
survey, as the parcel will need to be subdivided and evaluated for utility easements. Per
regulations, lots would be a minimum of two acres. IDEM would also need to be consulted since
the property sits at the base of the water tower.
In other business, Schneider told the board that the City has received private contributions for
the Fitness Court Project. The board introduced and approved Ordinance 2026-24 to establish a
special fund and accept the donations. Ordinance 2026-25 was also introduced and approved to
establish a special fund for the Wastewater Mural Project. August 24 was set as the budget
review date, which will be open to the public. The schedule was expanded from 8:15-5 for the
hearings to allow more time for supervisors to speak.
