DCSO Detectives Arrest Two for Crimes Against Children
On Friday, October 2, 2026, at approximately 10:40 AM, Daviess County Sheriff’s Office detectives executed an arrest warrant at a home in the 6800 blk of KY 2830. The arrest warrant was regarding an investigation into alleged illegal activity that has been occurring over the last several months, and the targeted residence is the home of the suspect, James L. Duncan.
During the investigation, detectives discovered communications and images that show Ducan knowingly engaged in sexually explicit communications with a juvenile when he sent the juvenile sexually explicit images including an explicit video of himself to the juvenile, and that he also requested and received nude images and an explicit video from the juvenile after he was told that the juvenile was under the age of 18.
While at the residence, it was determined that Luis A. Candelaria-Alicea, also present in the home, had active warrants for his arrest. He was taken into custody, and he and Duncan were transported and lodged in the Daviess County Detention Center. All evidence collected at the scene was logged into the property room at DCSO. This case was investigated by the DCSO General Investigations and Forensic Investigations Units.
